Who benefits the most from a country's border control policies and regulations: the government or the citizens?

Well, I think that the answer to this question is not so simple and straightforward. Of course, there are certain advantages and disadvantages for both the government and the citizens when it comes to border control policies and regulations.

This can help to prevent uncontrolled migration, unsustainable resource exploitation, or unfair competition that could harm local industries and communities.

On the other hand, citizens may also benefit from having border controls and regulations, but in a different way. For example, they may feel safer and more secure knowing that their country is protected from external threats and vulnerabilities. They may also benefit from having a more diverse and multicultural society that allows for exchange and interaction with other cultures and lifestyles.
