In my view, I believe that a country's long history of positive international relations can indeed have a positive impact on its public management.

One reason why countries with a long history of positive international relations might tend to do better when it comes to public management is the trust and goodwill they have cultivated with other nations. Such countries are likely to have stronger diplomatic ties with other nations, which can translate to better trade, development, and foreign aid deals. This, in turn, can lead to better infrastructure, healthcare, education, and other public services for their citizens.

Moreover, countries with positive international relationships tend to have more stable and predictable political and economic environments. This stability can create an enabling environment for businesses to thrive, leading to increased investments, job creation, and economic growth. When a country's economy is stable and growing, the government can generate more revenue, which can be used to improve public services.

On the other hand, countries with difficult histories such as war, dictatorship or colonialism, tend to have more challenging public management systems. These countries may face deep-seated political and social tensions that make it difficult to implement policies, and there may be limited resources as a result of conflict or economic turmoil.

However, it's worth noting that having a positive international relationship is not a guarantee of effective public management.
