Are there any moral limits to how much political leaders should listen to public opinion, or should they always be guided by it?

Additionally, political leaders have access to information that the general public may not have. They have experts and advisors who provide them with critical information necessary for making informed decisions. Thus, they should not base their decisions solely on public opinion but should incorporate knowledge and expertise to come up with the best possible solutions.
