As a horror movie enthusiast, I think the answer to this question lies in a couple of things. Firstly, in my opinion, a truly terrifying horror film must have a well-crafted storyline. A good storyline is essential because it sets the foundation for the rest of the film. It creates a sense of suspense, and when done right, it can make you feel like the terrible things that are happening on the screen could happen in real life, which makes it all the more terrifying.

The second thing that makes a horror film truly terrifying is how well the director has executed the scares. I am not talking about cheap scares that rely on jump-scares or loud sound effects. I'm talking about the kind of scares that stay with you after the movie has ended. It's the slow, building sense of dread, the ominous music, the creaking floorboards, the shadowy corners, and the tension that is built up over the course of the film. When the scares are done right, they can send shivers down your spine and make you scared to go to bed at night.

Another critical element of a terrifying horror film is the quality of the acting. The actors in the movie must be able to convey emotion effectively so that you, as the viewer, are invested in their story. When an actor can make you care for their character, it makes the horror that much more intense. A well-fleshed-out character can make the difference between a good horror movie and a great one.

Lastly, as with any movie, the cinematography and special effects can make or break a horror film. But this doesn't mean that a low-budget horror movie can't be terrifying.
