Countries that are going through political turbulence or instability often have to deal with a lot of uncertainty in various sectors, including trade. In such situations, it's challenging to have efficient global trade policies because the environment is not conducive to policy making. You cannot make trade policy decisions when there is a lot of uncertainty.
