Is China leading the pack in terms of risk assessment for information security?

I'm not sure if China is leading the pack in terms of risk assessment for information security, but they are definitely putting in a lot of effort and resources into this area. With the rise of technology and digitization, it's becoming increasingly important to safeguard sensitive information and prevent cyber attacks.

One example of China's focus on information security is the creation of the Cyberspace Administration of China (CAC) in 2014, which was established to regulate the country's internet and protect national security. The CAC has implemented various regulations and guidelines for online platforms, such as requiring real-name registration and enforcing censorship laws. These measures may be seen as invasive by some, but they do serve a purpose in ensuring that harmful content is not spread and that users' personal information is protected.
