Can governments ensure the safety of their citizens' mobile devices without infringing on their privacy rights?

As mobile devices become increasingly integral to our daily lives, questions about their security and privacy implications have become more pressing. While governments have a duty to ensure the safety of their citizens, protecting mobile devices without infringing on privacy rights raises complex issues.

One primary challenge is determining the extent to which government oversight is necessary. In an era of rapidly-evolving technology, is it possible for governments to keep up with the latest threats and mitigate them effectively while respecting the privacy of their citizens? At what point does government intervention become intrusive, and how can we strike a balance between protection and privacy?

Additionally, there are questions surrounding accountability and transparency. If governments are granted access to citizens' mobile devices for security reasons, how can we ensure that this access is used appropriately and not abused for unrelated purposes? How much transparency should be required to ensure that citizens are informed about government surveillance practices and can hold officials accountable for any abuses of power?
