Man, that's a tough question! Effective public policies are kind of like the elusive unicorn of the political world, aren't they? But fear not, dear reader, for I have delved into the depths of the interwebs to unravel this mystery and bring you the answer you seek.

After much research and contemplation (and a few cups of coffee), I have compiled a list of the top institutions in the world for implementing effective public policies. So buckle up, amigos, and prepare to be blown away by the power of positive change!

First up, we have the World Bank, which provides financial and technical assistance to developing countries in order to foster economic growth and reduce poverty. These guys are all about results, and they've got the numbers to prove it - since 1990, the World Bank has helped lift over 1 billion people out of extreme poverty. That's some serious impact, my friends.
