Some countries, such as the Philippines, have also taken steps to improve the quality of their maritime training and certification systems.

Another challenge facing the Merchant Navy is the growing threat of piracy and armed robbery at sea. According to the latest report by the International Maritime Bureau, there were 162 reported incidents of piracy and armed robbery in the first six months of 2021 alone. This is a significant increase from the same period last year.

To address this challenge, the IMO has developed a number of measures, including the deployment of naval assets to high-risk areas, the implementation of voluntary reporting systems, and the promotion of best practices for the prevention of piracy and armed robbery.
