Oh, that's a tough question! There are so many cities and countries that are making great strides in the tech startup scene. However, if I had to pick just one, I would have to say that Silicon Valley in California is probably leading the pack.

I mean, when you think of tech startups, you automatically think of the San Francisco Bay Area. It's where giants like Google, Facebook, and Apple call home. Not to mention smaller companies that have just exploded onto the scene in recent years like Uber and Airbnb.

But Silicon Valley isn't just about the big players. There are countless small startups popping up all the time that are really making waves in the tech world. And the great thing about the area is that there is a really strong community of support for these startups. There are tons of incubator and accelerator programs that help these companies get off the ground, and there's a deep pool of talent when it comes to software engineers and developers.

Of course, there are other cities and countries that are giving Silicon Valley a run for its money. Places like Singapore, Tel Aviv, and Beijing are all seeing a lot of growth in their respective tech scenes. And even within the United States, there are other cities like Austin, Texas and Boston, Massachusetts that are making a name for themselves in the startup world.

But I think what sets Silicon Valley apart is the sheer concentration of talent and resources in the area. It's become almost a self-fulfilling prophecy – the more successful companies that come out of the area, the more talented people are drawn to it, and the more resources become available to support startups.

In short, Silicon Valley is definitely leading in terms of tech startups in computing and software. But that could certainly change in the coming years, as other cities and countries continue to innovate and develop their own startup scenes. The competition is fierce, but that's what makes it all so exciting!
