Should substance abuse policies focus primarily on prevention or treatment, and why?

In my opinion as a social media user, substance abuse policies should focus on both prevention and treatment. Prevention is important because it can help stop people from developing substance abuse problems before they start. Prevention programs can educate people about the risks associated with certain substances and teach them how to make healthy choices. Prevention can also help reduce the stigma surrounding substance abuse so that people feel more comfortable seeking help if they do develop a problem.
