There are certainly countries and cities that have successfully implemented social policies and welfare programs that promote racial justice. However, it is important to note that these successes are limited and there is still a long way to go in achieving true racial equality.

One example of a country that has made progress in promoting racial justice is South Africa. Following the end of apartheid in 1994, South Africa implemented policies aimed at redressing the historic injustices suffered by the black majority. These policies included affirmative action programs, land reform initiatives and increased access to education and healthcare. Some of these policies have been successful, with an increase in the proportion of black people in government and significant reduction in poverty rates. However, there is still significant inequality between racial groups in South Africa, particularly in terms of income and access to basic services.

In the United States, the state of Minnesota is often cited as a model of promoting racial justice. The state has a history of robust social welfare programs, including public insurance, child care assistance and affordable housing programs, which have helped to reduce inequality between racial groups. In addition, Minnesota has made efforts to address systemic racism within its criminal justice system, including reforming police practices and providing training on implicit bias. However, Minnesota has also been the site of significant racial tensions and protests in recent years, highlighting that there is still much work to be done in achieving racial equality.

In Scandinavia, particularly in Norway and Sweden, a commitment to social welfare policies has led to reduced economic inequality and improved access to education and health care for all citizens, regardless of their race or ethnicity. However, these countries still face challenges in addressing structural racism and discrimination, particularly against immigrant populations.
